BRIARCLIFF DRIVE

Preliminary fieldwork was performed regarding a drainage concern on Briarcliff Drive.  Technical assistance was provided to the Department of Public Works for test pits performed to identify the extents of the drainage concerns.  Drainage improvements are to be designed and construction coordinated with the Department of Public Works.

LOT DEVELOPMENT PLAN REVIEW

Eight (8) initial, single-family, residential lot development plans were reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions.  Three (3) as-built / final plans were reviewed, inspected and processed as needed.  All lot development plan review results are entered into the “Spatial Data Logic” system.  The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Site Plan Tracker.

MUNICIPAL INDIVIDUAL SANITARY SEWAGE DISPOSAL SYSTEMS

As part of a joint inter-departmental project, the Township intends to develop a notification system for individual sanitary sewage disposal systems (septics) to inform property owners of required maintenance.  The database process included merging data from the Municipal MS-4 tax data, property data and other sources while merging with New Jersey G.I.S. data.  The Township electronic municipal management system was consulted for final items required prior to upload to the managing system.

2022-2023 SNOW PLOWING SERVICES

The Governing Body awarded, by resolution, contracts to three contractors totaling 22 trucks for 2022-2023 Snow Plowing Services at the September 21st meeting.  The Township contracts for private snow plowing services (trucks and drivers) annually to supplement in-house manpower and equipment.  The Department of Public Works is responsible for snow and ice removal on all 194 miles of Township, non-Township and private roads within West Milford.

VAN ORDEN ROAD

Technical assistance was provided for in-house stormwater drainage improvements to resolve long standing drainage concerns at Van Orden Road.  The in-house construction project provided for additional stormwater structures and replacement of existing stormwater drainage pipes, as needed.

WASTEWATER MANAGEMENT PLAN

The data provided by the New Jersey Highlands Council for the draft West Milford Wastewater Management Plan was updated in the G.I.S. system database with one inquiry provided to the Tax Assessor.  The New Jersey Highlands Council G.I.S. office was informed of the progress and updates.  The draft review and report intends to provide input to the New Jersey Highlands Council to assist in the submission of the latest revisions for municipal wastewater elements.

MISCELLANEOUS

  • Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 43 occasions.  Field inspections, photographs, reports and/or follow up were required for 6 of these issues.
  • Technical assistance was provided, for various issues, to other departments on 55 occasions.
  • File research, map copies and/or information were provided to professionals on 5 occasions.
  • 2 large format map copies were made at $5.00 each.
  • Assistance was provided to builders, contractors and utilities on 5 occasions.
  • Rain inspections were performed on various Township streets regarding ongoing resident concerns when weather allowed.
  • Ongoing revisions to proposed cannabis locations were completed upon request utilizing GIS software.
  • Inspections were performed at the Compost Facility.
  • Site inspections were completed for zoning and engineering matters at 4 locations.
  • A preconstruction meeting was attended for a proposed sanitary sewer structure rehabilitation project.
  • 8 Right of Way Entry Permit Applications were received, processed, and returned to the Clerk’s office.
  • 9 OPRA requests were responded to.
  • 1 Board of Adjustment application was reviewed.
  • 1 Planning Board application was reviewed.
  • An Americans with Disabilities Act meeting was attended.
  • A safety committee meeting was attended.
  • A Joint Environmental Remediation Committee meeting was attended.
  • A “NJ Division of Highway Traffic Safety” webinar was attended.
  • 2 meetings with the Township Administrator were attended.
  • An “Asphalt Roads Common Maintenance Problems” webinar was attended.

 

CAPITAL PROJECTS

 

CLINTON road – section 4

The resurfacing of a section of Clinton Road, between Passaic County Structure #175 and 0.9-miles south began on September 12th.  Preparatory items prior to the start of construction were completed and supplemental documentation for the project was provided to the Contractor.  Major items of construction for the resurfacing project were completed on September 23rd.  Full-time inspection was provided during the resurfacing of the roadway.  As part of the New Jersey Department of Transportation project requirements, the NJDOT Local Aid Office was notified of the construction and performed a final inspection.  Close-out documents for the project, including core test results, must be submitted to the local aid office within six months of the date of the final inspection.  A list of minor punch list items was provided to the contractor for completion prior to final payment.  This 0.9-mile resurfacing project is being partially funded by a $284,000 State Aid roadway grant.

2022 TOWNSHIP GUIDE RAIL PROGRAM

The Contractor was contacted regarding the availability of potentially replacing additional damage guide rail throughout the Township.  If remaining funds are available, the additional locations may be considered utilizing the 2022 Morris County Cooperative Pricing Council Guide Rail contract.

2021 TOWNSHIP (LOCAL) ROAD RESURFACING PROGRAM

The remaining roads to be resurfaced from the 2021 Township (Local) Road Resurfacing program, as a result of contractor and weather delays, were resurfaced on September 1st and 2nd.  Alpine Lane, Camelot Drive and Continental Road (between Renault Road and Alpine Lane) were included in the remaining roads.  The Contractor was advised of residential concerns and completed necessary repairs.  This project utilized remaining funding from the 2021 road resurfacing account as the roads were previously earmarked for resurfacing.

2022 TOWNSHIP ROAD RESURFACING – Gould Road, Van Orden Road

Draft resurfacing construction plans for Gould Road, between Wooley Road and Union Valley Road, and Van Orden Road, between Union Valley Road and Clinton Road, were created and provided to the consultant Township engineer for review.  Supplemental documents were provided in addition to the draft construction plans.  Stormwater drainage improvements were completed in-house by Department of Public Works and Engineering Division staff.  Minor preparatory items remain prior to the resurfacing of the two main Township roads.  Construction of the roads is anticipated for November, weather permitting, or during the early 2023 construction season.

2022 TOWNSHIP ROAD RESURFACING – LAKE SHORE DRIVE

Property restoration and lane striping was completed for the 2022 Township Road Resurfacing – Lake Shore Drive project during September.  The initial payment application was processed and anticipated for October payment.  Residential concerns were provided to the Contractor for repair, if warranted.  The project provided for the resurfacing of Lake Shore Drive (North) between Warwick Turnpike and Longhouse Drive (1.4 miles).

UNION VALLEY ROAD, GREENWOOD LAKE TURNPIKE, LAKESIDE ROAD, & STAINSBY ROAD – TRAFFIC SIGNAL

The consultant traffic engineer was contacted regarding the conceptual traffic signal plan after a preliminary review was performed by the Engineering Division.  The design work intends to improve the Union Valley Road, Greenwood Lake Turnpike, Lakeside Road and Stainsby Road intersection.
