COVID-19 CRISIS

On March 17th the Township closed all municipal buildings to non-essential public access.  On March 20th the Township closed all municipal buildings to non-essential staff.  Between March 23rd and June 12th, Engineering Division staff worked from home with limited access to the office on a case by case basis as permitted by the OEM (Office of Emergency Management) Coordinator.  All Township staff returned to office operations full-time after June 15th with public visitation by appointment only.

BALDWIN DRIVE

Inspections of stormwater runoff concerns were performed during rain events.

GERMANTOWN ROAD

Inspections of stormwater runoff concerns were performed during rain events.  Work orders, for Department of Public Works completion, were created as needed.

HIGH CREST DRIVE

Stormwater drainage improvements were designed and provided to the DPW for material purchasing.

LOT DEVELOPMENT PLAN REVIEW

Four (4) initial, single-family, residential lot development plans were reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions.  All lot development plan review results are entered into the “Spatial Data Logic” system.  The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Site Plan Tracker.

OXBOW LANE

Technical assistance was provided to the Department of Public Works for the continuation of a storm water drainage project to address a drainage concern.

2020 PASSAIC COUNTY ROAD RESURFACING

A virtual preconstruction meeting was attended for the 2020 Passaic County Road Resurfacing Program.  Though a start date was not available at the time of the meeting, the County program intends to resurface Macopin Road between Echo Lake Road and Mountain Springs Road.

PIERCE AVENUE

Inspections of stormwater runoff concerns were performed during rain events.  Work orders, for DPW completion, were created as needed.

POOL DRIVE

Technical assistance was provided to the Department of Public Works for the installation of a storm water drainage project to address a drainage concern.

RIDGE ROAD

SEDIMENT CONTROL RETROFIT PROGRAM

The first and second quarterly report was provided to Upper Greenwood Lake Property Owners Association representatives and Township officials.

2020-2021 SNOW PLOWING SERVICES

Bids were received for 2020-2021 Snowplowing Services on July 31st.  A resolution was prepared for Township Council consideration at the August 12th meeting to award contracts to the 28 (4 x 4) pickup trucks from five contractors.  The Township contracts for private snow plowing services (trucks and drivers) annually to supplement in-house manpower and equipment.  The DPW is responsible for snow and ice removal on all 194 miles of Township, non-Township and private roads within West Milford.

VILLAGE ON RIDGE

Various road mapping companies were contacted and edits were made to open-source road mapping software to show the roads within the Village on Ridge development.

MISCELLANEOUS

  • Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 53 occasions.  Field inspections, photographs, reports and/or follow up were required for 19 of these issues.
  • Technical assistance was provided, for various issues, to other departments on 63 occasions.
  • File research, map copies and/or information were provided to professionals on 2 occasions.
  • Assistance was provided to builders, contractors and utilities on 8 occasions.
  • One Right-of-Way Entry permit was reviewed, inspected and forwarded to the Clerk’s Office for processing.
  • One teleconference ADA Committee meeting was attended.
  • One preconstruction meeting with Suez NJ was attended.
  • One OPRA request was responded to.
  • Three Zoning / Planning Board applications were reviewed.
  • Weekly meetings with Township Administrator were attended.
  • Preconstruction conference call for regrading of Farrell Field 1 and 4 was attended.

 

CAPITAL PROJECTS

 

BANKER ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Banker Road are being included under the 2020 Township Road Resurfacing Program.

BLACKFOOT ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Blackfoot Road (Township-owned portion) are being included under the 2020 Township Road Resurfacing Program.

BURNT MEADOW ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Burnt Meadow Road, between House #753 and the end of the roadway pavement, are being included under the 2020 Township Road Resurfacing Program.

CALDWELL ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Caldwell Road are being included under the 2020 Township Road Resurfacing Program.

CLINTON ROAD - SECTION 3

Preliminary field work and construction plan preparation for the resurfacing of Clinton Road between Passaic County Structures #175 and #177 continued.  This 0.8-mile project is being partially funded by a $215,000 State Aid roadway infrastructure grant.

DAYTON ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Dayton Road are being included under the 2020 Township Road Resurfacing Program.

ELMWOOD COURT

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Elmwood Court are being included under the 2020 Township Road Resurfacing Program.

FRANKLIN COURT

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Franklin Court are being included under the 2020 Township Road Resurfacing Program.

GERMANTOWN ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Germantown Road, between 1,850’ north of Route 23 and Forest Hill Drive, are being included under the 2020 Township Road Resurfacing Program.

GLEN DRIVE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Glen Drive are being included under the 2020 Township Road Resurfacing Program.

HADDON ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Haddon Road are being included under the 2020 Township Road Resurfacing Program.

HAMILTON DRIVE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Hamilton Drive are being included under the 2020 Township Road Resurfacing Program.

ISLAND TRAIL

LARAMIE TRAIL

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Laramie Trail (Township-owned portion) are being included under the 2020 Township Road Resurfacing Program.

LAKE SHORE DRIVE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Lake Shore Drive, between Passaic Drive and Mapleshade Road, are being included under the 2020 Township Road Resurfacing Program.

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Louis Avenue are being included under the 2020 Township Road Resurfacing Program.

MARK TERRACE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Mark Terrace are being included under the 2020 Township Road Resurfacing Program.

MOUNTAINSIDE ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Mountainside Road are being included under the 2020 Township Road Resurfacing Program.

OLDE HICKORY ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Olde Hickory Road are being included under the 2020 Township Road Resurfacing Program.

OLD LAKESIDE ROAD SOUTH

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Old Lakeside Road South are being included under the 2020 Township Road Resurfacing Program.

OTTERHOLE ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Otterhole Road, between Weaver Road and the Township line, are being included under the 2020 Township Road Resurfacing Program.

POOL DRIVE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Pool Drive are being included under the 2020 Township Road Resurfacing Program.

RELDA AVENUE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Relda Avenue are being included under the 2020 Township Road Resurfacing Program.

RIDGE ROAD - SECTION 3, CONTRACT 5

Positive results for material sampling (core tests) were received from the third party contractor as required by the New Jersey Department of Transportation.  This NJDOT project is partially funded by a $248,228 Bikeway grant.  The Township is awaiting lane striping prior to final close out of the grant.  This is the final section of the 1999 envisioned Bikeway to connect the Town Center to the major schools complex (Highlander Drive).

RIDGE ROAD - SECTION 6

The milling and resurfacing project has been greenlighted by the consulting Township Engineer and NJDOT Local Aid.  Bids have been scheduled for receipt on August 21st.  This 1.2-mile project is being partially funded by a $290,000 State Aid roadway infrastructure grant.

SOPHIE AVENUE

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Sophie Avenue are being included under the 2020 Township Road Resurfacing Program.

SPRUCE POINT TRAIL

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Spruce Point Trail (Township-owned portion) are being included under the 2020 Township Road Resurfacing Program.

2020 TOWNSHIP CRACK SEAL PROGRAM

A recommendation and draft resolution were prepared for Governing Body consideration for award of contract for the August 12th meeting to the Morris County Cooperative Pricing Council contractor.  This year’s program is designed to seal surface pavement cracks on portions of Henderson Road, Oak Drive, Cooper Road, Silver Lane, Gold Lane, Circle Drive, Ash Road, Cliff Road, Winetka Lane, Milford Lane, Melody Lane, Center Street (Melody Lane to O’Leary Road), Center Street (Carolyn Street to Belleau Gateway), Charles Street, Maisie Lane, Vine Avenue, Old Road, Leslie Drive, Larsen Road, East Park Drive, Clinton Road (Warwick Turnpike to Clinton View Terrace), Delaware Road and Magnolia Road.  Since instituting the program in 2002, the surface pavement cracks have been sealed on more than 66 miles of Township roads.  Studies show that sealing pavement cracks can extend the service life of the surface course pavement by as much as five years.

2020 TOWNSHIP GUIDE RAIL PROGRAM

The Governing Body approved an award of contract to the Morris County Cooperative Pricing Council contractor at the July 8th meeting.  This year’s program intends to provide guide rail repairs on Clinton Road, Gould Road, High Crest Drive, Nosenzo Pond Road, Otterhole Road and Warwick Turnpike.

ULSTER STREET

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Ulster Street are being included under the 2020 Township Road Resurfacing Program.

WESTWOOD COURT

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Westwood Court are being included under the 2020 Township Road Resurfacing Program.

WOOLEY ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Wooley Road, between House #95 and #267, are being included under the 2020 Township Road Resurfacing Program.

YALE ROAD

A walkthrough inspection of existing conditions was completed.  A list of necessary repairs was prepared for the DPW and contractor.  Milling and asphalt quantities were calculated.  The improvements to Yale Road are being included under the 2020 Township Road Resurfacing Program.
