2021 COMMUNITY DEVELOPMENT BLOCK GRANT
This Federal Department of Housing and Urban Development program, administered by the Passaic County Planning Department, provides for improvements that benefit low to moderate income citizens. This program has been utilized by the Township for public improvement projects within the qualifying blocks or benefiting recipients as determined by the US census. A.D.A. (Americans with Disabilities Act) improvements serve all citizens and are exempt from the low-mod block designation. The 2021 application is proposed for A.D.A. improvements to an entrance of the Township Building #2 (Annex). Resolutions for grant application submission were prepared, for Governing Body consideration, for the March 3rd meeting.
FACILITY DUDE - MOBILE 311
The capabilities of the DPW work order tracking software was reviewed for improved efficiency and use during winter maintenance operations. The findings were discussed with the Director of Public Works and Network Administrator.
INDIVIDUAL SUBSURFACE SEWAGE DISPOSAL SYSTEM AREA
In an effort to monitor and determine the required pumping of individual subsurface sewage disposal systems, the Health Department requested assistance in generating a list of properties. Utilizing Township and NJDEP GIS data, the preliminary information was compiled and being sorted prior to review by the Health Department.
LAKE PARK TERRACE
Follow up inspections were performed at Lake Park Terrace as a result of a drainage concern. Additional field work will be scheduled once weather conditions allow.
LOT DEVELOPMENT PLAN REVIEW
Five (5) initial, single-family, residential lot development plans were reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions. One (1) initial, single-family, residential lot development plan was returned to the Zoning Department. Three (3) as-built / final plans were reviewed, inspected and processed as needed. All lot development plan review results are entered into the “Spatial Data Logic” system. The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Site Plan Tracker.
PAVEMENT MANAGEMENT PROGRAM
The 2021 Road Rating work and list development continued. Unfortunately due to the onset of winter weather, the remaining work will be completed once conditions allow. Once complete, the Road Rating list for main and local roads will be updated to reflect the most current ratings. The Pavement Management Program determines the resurfacing of Township roads through an analysis of multiple criteria for a comprehensive review of the Township’s pavement infrastructure. A preliminary list of roads to be resurfaced in 2021 was provided to the Township Administrator.
A progress report was received from the contractor regarding the status of the stormwater mapping project throughout the Township. The received files were reviewed and comments returned to the consultant.
STOWAWAY ROAD BRIDGE
A virtual meeting with New Jersey Department of Environmental Protection officials was attended to identify environmental constraints impacting the Stowaway Road Bridge replacement.
2020-2021 WINTER STORM MAINTENANCE
Two Engineering Division staff members provided a total of 94.75 hours of inspection of contracted snowplow routes for the February 1st – 3rd, February 7th, February 18th – 19th and February 22nd storms. Resident snowplow damage concerns were investigated with action taken when applicable. Storm event reports were prepared for all winter maintenance operations involving contract services and/or DPW overtime. Meetings with DPW staff to discuss snowplowing operations were held on three occasions. A meeting with a private snowplow contractor was held on one occasion.
- Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 20 occasions. Field inspections, photographs, reports and/or follow up were required for 6 of these issues.
- Technical assistance was provided, for various issues, to other departments on 46 occasions.
- File research, map copies and/or information were provided to professionals on 7 occasions.
- Assistance was provided to builders, contractors and utilities on 4 occasions.
- 1 large format map copy was made at $5.00 each.
- 8 Right-of-Way Entry permits was reviewed, inspected and forwarded to the Clerk’s Office for processing.
- A webinar on “Highway Inspection Procedures for Federal Aid Projects” was attended.
- A webinar on “Grant Management for Federal Aid Projects” was attended.
- A webinar was attended for Community Development Block Grant (CDBG) FY2021.
- A webinar for Spatial Data Logic use and project management was attended.
- A review was performed to the amended Soil Fill and Soil Removal section of the Township Code. Comments were provided to the Township Attorney and Engineer.
- Information was provided to the Township Engineer regarding the status of a maintenance bond for a subdivision.
RIDGE ROAD - SECTION 3, CONTRACT 5
New Jersey Department of Transportation (NJDOT) grant close out documents were submitted to the NJDOT Local Aid Office for review. This 2016 Ridge Road project, between Baron Road and Vreeland Road, required multiple vendors to complete the project as a result of delays caused by a utility conflict. This 1.2-mile project was partially funded by a $248,228 State Aid Bikeway grant.
RIDGE ROAD - SECTION 6
The Contractor was advised of the status of the final payment and required administrative submissions prior to release. This 1.2-mile project is being partially funded by a $290,000 State Aid roadway infrastructure grant.
ROAD ASSESSMENT PROGRAM - HANOVER, ALPINE, ET AL.
The consultant land surveyor provided additional file updates for the survey work for the proposed road assessment project of Hanover Road, Alpine Court, Beverly Court, Princeton Road (portion), Lyons Road (portion) and Florence Road (portion). Winter weather has postponed the remaining survey field work to be performed in-house. The remaining survey work (portion of Alpine Court) is will be completed as weather / snow permits. The design, construction plans and specifications will be prepared in order to bid the project after funding is approved. These dirt/gravel roads were accepted by ordinance in the summer of 2019.
