HURRICANE IDA

On September 1st and 2nd, Huricane Ida impacted the Township with heavy rainfall amounts and wind.  Stormwater infrastructure was inundated due to the immense volume of stormwater runoff caused by the weather event.  Inspections in reported areas of residential concern were performed by Engineering Division staff as needed following the storm.  Reports regarding the impacts to some areas of concern were prepared.

COMMUNITY DEVELOPMENT BLOCK GRANT FY2019

This Federal Department of Housing and Urban Development program, administered by the Passaic County Planning Department, provides for improvements that benefit low to moderate income citizens.  This program has been utilized by the Township for public improvement projects within the qualifying blocks or benefiting recipients as determined by the US census.  A.D.A. (Americans with Disabilities Act) improvements serve all citizens and are exempt from the low-mod block designation.  The Contractor completed all major work items on August 30, 2021 to renovate an existing Town Hall toilet room for A.D.A. compliance as part of the FY2019 CDBG project.  The final paperwork required by the CDBG grant administrators was provided for review.  Upon approval, the Township will provide and apply for reimbursement for this grant project.

HIGH CREST LAKE

A request was made by the High Crest Lake Association Board to investigate the speeding issues on High Crest Road and the possible need for additional stop signs. This office requested accident reports for a 10 year period. File research and research of the Manual on Uniform Traffic Control Devices was performed. A draft memo was sent to the Police Department for their review and comments.

LINWOOD ROAD

A drainage concern was investigated on Linwood Road.  Preliminary file research has yielded no files regarding the property in question.  The Building, Planning and Zoning Departments were contacted regarding any pertinent files or information.

LOT DEVELOPMENT PLAN REVIEW

Three (3) initial, single-family, residential lot development plan was reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions.  Three (3) as-built / final plans were reviewed, inspected and processed as needed.  All lot development plan review results are entered into the “Spatial Data Logic” system.  The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Site Plan Tracker.

2021-2022 SNOW PLOWING SERVICES

The Governing Body awarded, by resolution, contracts to four contractors totaling 22 trucks for 2021-2022 Snow Plowing Services at the September 22nd meeting.  The Township contracts for private snow plowing services (trucks and drivers) annually to supplement in-house manpower and equipment.  The Department of Public Works is responsible for snow and ice removal on all 194 miles of Township, non-Township and private roads within West Milford.

MISCELLANEOUS

  • Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 53 occasions.  Field inspections, photographs, reports and/or follow up were required for 14 of these issues.
  • Technical assistance was provided, for various issues, to other departments on 12 occasions.
  • File research, map copies and/or information were provided to professionals on 3 occasions.
  • Assistance was provided to builders, contractors and utilities on 11 occasions.
  • 3 Right-of-Way Entry permits were reviewed, inspected and forwarded to the Clerk’s Office for processing.
  • 9 large format map copy were made at $5.00 each.
  • One zoning board of adjustment application was reviewed.
  • A Joint Environmental Remediation Committee meeting was attended.
  • An American with Disabilities Act meeting was attended.
  • A safety committee teleconference meeting was attended.
  • GIS files were reviewed, analyzed and edited for an individual subsurface sewage disposal system layer
  • Research of contiguous municipalities regarding individual lot plans was performed and data quantified
  • Ongoing research continued to determine the viability of a request for Township improvement / acceptance of Highview Drive through the Road Assessment Program.  Preliminary documents to determine positive interest in the area will be prepared for the potentially benefitting properties.
  • Resident concerns regarding a Tort Claim was responded to as needed
  • A review of 33 properties / groups of properties were reviewed for the Township sale
  • Inspections of a farm property were performed
  • Research was performed and provided to the Township Administrator for Snake Den Road
  • Research was completed for reviewing potential alternate sites for Township Leaf Composting areas
  • Rain inspections were performed in areas of resident concern.

 

CAPITAL PROJECTS

 

ALPINE LANE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Alpine Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  A failed concrete curb driveway entrance was marked for replacement utilizing a separate contract of the Morris County Cooperative Pricing Council.  The vendor provided a tentative schedule for the end of September or early October for replacement, though indicated possible delays.

BEAVER AVENUE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Beaver Avenue are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Existing drainage maintenance and completed DPW prep work was reviewed and discussed as needed.

BUBBLING SPRINGS LOWER POND DAM

New Jersey Dam Safety was contacted regarding the status of this dam project and loan status for rehabilitation of same.  The consultant engineer was contacted regarding the status of this project due to unforeseen delays.

BUBBLING SPRINGS PARK: FIELD RECONSTRUCTION

Technical assistance was provided to the Community Services and Recreation Department for construction concerns noted by the contractor for this field reconstruction project.  The Bubbling Springs Park: Field Reconstruction project is being partially funded by a Passaic County Open Space grant.

CAMELOT DRIVE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Camelot Drive are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Proposed drainage improvements were coordinated with DPW staff for construction prior to resurfacing.  Failed concrete curb driveway entrances were marked for replacement utilizing a separate contract of the Morris County Cooperative Pricing Council.  The vendor provided a tentative schedule for the end of September or early October for replacement, though indicated possible delays.

CANISTEAR ROAD

The resurfacing of Canistear Road, between Henderson Road and the Township line, will be included in the 2021 Township Main Road Resurfacing Program.  Construction documents were completed and prepared for the scheduled bid opening on October 8, 2021 to utilize contract services.

CEDAR LANE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Cedar Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Existing drainage maintenance and completed DPW prep work was reviewed and discussed as needed.

CLINTON ROAD – SECTION 3

The resurfacing of Clinton Road between Passaic County Bridges #175 and #177 was completed by the contractor on September 29, 2021.  New Jersey Department of Transportation documents were prepared for project close out.  This 0.8-mile project is being partially funded by a $215,000 State Aid roadway grant.  Guide rail improvements within the project limits were completed under the guide rail program utilizing the Morris County Cooperative Pricing Council in early September.

CLOVER ROAD

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Clover Road are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

CLUB PLACE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Club Place are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

COMMANCHE LANE

A list of necessary repairs was being prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Commanche Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council. 

CONTINENTAL ROAD

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Continental Road are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Failed concrete curb driveway entrances were marked for replacement utilizing a separate contract of the Morris County Cooperative Pricing Council.  The vendor provided a tentative schedule for the end of September or early October for replacement, though indicated possible delays.

DUNKIRK COURT

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Dunkirk Court are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

EDGEWOOD DRIVE (Beaver Avenue to Aspen Lane)

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Edgewood Drive between Beaver Avenue and Aspen Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Existing drainage maintenance and completed DPW prep work was reviewed and discussed as needed.

EDGEWOOD DRIVE (CEDAR LANE TO BIRCH AVENUE)

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Edgewood Drive between Cedar Lane and Birch Avenue are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Existing drainage maintenance and completed DPW prep work was reviewed and discussed as needed.

ELIZABETH ROAD

A list of necessary repairs was being prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Elizabeth Road are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

GOULD ROAD

The resurfacing of Gould Road, between Macopin Road and Sherwood Court, will be included in the 2021 Township Main Road Resurfacing Program.  Construction documents were completed and prepared for the scheduled bid opening on October 8, 2021 to utilize contract services.

GREENWOOD LAKE TURNPIKE/LAKESIDE ROAD TRAFFIC SIGNAL

The Passaic County Traffic Engineer was consulted regarding possible additional requirements of the proposed project.  Once direction is received, the Request-For-Proposal (“RFP”) will be finalized for review.

HEMLOCK LANE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Hemlock Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Technical assistance was provided to DPW staff for the construction of drainage improvements on Hemlock Lane.

HILLTOP ROAD

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Hilltop Road are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

KING ARTHUR COURT

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to King Arthur Court are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

LANCELOT LANE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Lancelot Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

LARCHMONT DRIVE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  Fieldwork was completed to confirm existing grades of the road for the resurfacing.  The improvements to Larchmont Drive are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

MORSETOWN ROAD

The resurfacing of Morsetown Road, between Cahill Cross Road and House #260, will be included in the 2021 Township Main Road Resurfacing Program.  Construction documents were completed and prepared for the scheduled bid opening on October 8, 2021 to utilize contract services.

OXBOW LANE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Oxbow Lane are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Proposed drainage improvements were coordinated with DPW staff for construction prior to resurfacing.

SANDERS COURT

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Sanders Court are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

2021 TOWNSHIP GUIDE RAIL PROGRAM

The 2021 Township Guide Rail Program was completed on September 30th.  This year’s program replaced damaged guide rail on Clinton Road, Morsetown Road, Otterhole Road and Warwick Turnpike utilizing the Morris County Cooperative Pricing Council.

2021 TOWNSHIP ROAD RESURFACING PROGRAM

A meeting was held with the vendor to discuss the potential scheduling and work required for the local road resurfacing of this year’s program utilizing the Morris County Cooperative Pricing Council.  Estimated quantities, work lists and location maps were provided to the vendor.  A tentative start date of mid-October was indicated, weather and work permitting.  Construction items, to be completed by in-house DPW staff, were coordinated and scheduled as needed.  Failed depressed driveway concrete curb entrances were marked out for replacement on various streets utilizing a separate contract under the Morris County Cooperative Pricing Council prior to paving.  For 2021, the resurfacing program was bifurcated for local road resurfacing to be completed by the Morris County Cooperative Pricing Council and main road resurfacing to be awarded a construction contract through open bidding.  The scheduled bid opening date for the main Road Resurfacing project is scheduled for October 8th.  Drainage improvements throughout the entire resurfacing program are completed in-house utilizing both Engineering Division and DPW staff.  Damaged guide rail along portions of roads to be resurfaced was replaced utilizing the 2021 Township Guide Rail Program.

TYLER PLACE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Tyler Place are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

UPPER MOUNT GLEN LAKE DRIVE

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Upper Mount Glen Lake Drive are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

VINELAND ROAD

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Vineland Road are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.

WINDSOR ROAD

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Windsor Road are being included under the 2021 Township Local Road Resurfacing Program utilizing the Morris County Cooperative Pricing Council.  Proposed drainage improvements were coordinated with DPW staff for construction prior to resurfacing.

YARDVILLE ROAD

A list of necessary repairs was prepared for the contractor.  Milling and asphalt quantities were updated.  The improvements to Yardville Road are being included under the 2021 Township Local Road Resurfacing Program.
